Since 2011, D-tree has partnered with the Zanzibar Ministry of Health to implement an innovative digital health program, Jamii ni Afya (“Community is health”) that supports Community Health Volunteers to provide health services within their communities.


This program has consistently shown to improve health

outcomes, a strengthened community health system, and increased use of data in decision making.


Over time, Jamii ni Afya has grown from a pilot program to a national program and has shown how digital technology can transform the quality of the health system. The Zanzibar government is determined to adopt Community is Health at the national level; connecting digitally empowered Community Health Volunteers in

Their official Community Health Strategy.


This represents the first nationally developed digital community

health program, to bring the best health services to the doors of all Zanzibar.


The digital health program reached full scale in August 2021, allowing D-tree to focus on program sustainability, quality and impact.


Who are you:


We are looking for a Senior Finance and Administration Officer, Mkonge, Unguja, who will work under the supervision and instructions of the Finance and Operations Manager (FOM) and will assist in ensuring the operation of finances and other procedures is done efficiently and effectively. . administrative issues for Unguja and Pemba offices in accordance with all financial policies and procedures used by D-tree and its sponsors.


Your position will be managing the Finance and Administration Coordinator (located in Unguja) and Logistics

and Administrative Assistant (located in Pemba).


You will be responsible for supporting financial accounting

system (QuickBooks), compliance, and other administrative matters to expand the scope of Zanzibar.


You will work closely with the Program Teams as well as the global financial support team based in the US to ensure

Compliance:

Financial and Operations Manager support to ensure a high level of financial management for

Ensure compliance with D-tree and HR financial policies/procedures, including ensuring proper documentation and recording of all financial records.

Provide direction to the ZNZ team to ensure that grant implementation/policies and all grant-related procedures under D-Tree comply with funding requirements.

Assist the Finance and Operations Manager in the review of grants and funds and conduct audits in coordination with the international operations team and the Senior Finance and Administration Officer in Dar es Salaam.

Monitor NGO compliance at the Zanzibar sub-office (liaise with regulatory agencies where necessary)

Support in building staff capacity to increase awareness of compliance requirements and help them incorporate best practices

  Internal Control:


Identify and report critical issues and weaknesses in the system and make recommendations to improve processes and/or control procedures.

Identify procedural issues or training to be addressed to improve the quality of financial reporting data.

Ensuring that internal controls are observed in all areas of operation.

Contribute fully to internal and external audit feedback from time to time to ensure the accuracy of Zanzibar's financial information.

Budget Development and Management:


Participate in the preparation of donor and annual budgets by providing estimates based on current market prices.

Support the monitoring of actions from the monthly budget against the actual review of Zanzibar programs (update the dashboard, create estimates, review consumption levels and trends)

Lead in a timely manner at the end of the month, end of the quarter and end of the year for Zanzibar transactions, ensuring that financial announcements are made by the 4th of each month or avoid any delays.

Review all cash registers daily to ensure that balances in use are correct and then properly recorded in Quick Books (QBs)

Timely submission of bank statements and detailed review of errors against bank registers and QB for actionable support.

Review all employee progress and invoices in a timely manner to ensure proper coding and adequate documentation is attached.

Assist the Finance and Operations Manager in preparing and preparing donor reports

Payment Processing:


Assist FOM in maintaining accurate and complete books, accounts and other financial records that comply with applicable financial standards to ensure full accountability.

Review and ensure accuracy, completeness, and adequacy of accounting documents when making payments.

Review payments and ensure proper procedures, record keeping and authorization are in place for complete audit and logical transaction processes.

Ensure all payments to vendors are processed in a timely manner with proper documentation

Ensure all pending commitments at the end of the month are booked in a timely manner to ensure accurate reporting

Ensure payments/contractual obligations are paid on time - ZSSF, ZHELB, WHT

VAT refund process for Zanzibar, where applicable

Review petty cash transactions and ensure transactions are authorized, properly apportioned and recorded

Analyze and process the monthly salaries of volunteers and community health managers and ensure that the appropriate documents and authorizations are available.

Manage and review mobile insurance tracker updates, backups, and reconciliations with QB and log register

Managing relationships with mobile money vendors for allocation of data packages and negotiating reduced rates.

At least 5 years of financial management experience with international organizations in a senior position or similar role.

Bachelor's degree required; (accounting, business administration, public administration, or related field) or Final standards in an ACCA qualification or equivalent.

Experience in the project-based non-profit sector that requires financial monitoring and reporting to different donors across multiple funding sources (USG, international, private foundation)

Thorough knowledge of financial principles and accounting processes related to program funding systems, procurement, compliance and reporting.

Ability to prioritize, plan and organize tasks in a busy environment

Attention to detail and personal motivation

Knowledge and experience in QuickBooks and/or other accounting packages.

Proficiency in MS Office - including Word and Excel.

• Excellent spoken and written English and Kiswahili, and the ability to communicate in an international environment


• An interactive team player, with the ability to work effectively in a cross-cultural work environment with colleagues of different nationalities and cultures.

Salary range:


26,000,000 TZS to 42,000,000 TZS total annual salary including all cash compensations.


Note: Starting salaries usually fall in the lower half of the salary range; however, it is ultimately determined by the scope of the position, the candidate's relevant experience, and internal fit.
